Lessons learned from payment for environmental services. Green water credits Report 2, ISRIC Report 2006/5, ISRIC, Wageningen.
(8) FRESP's goal was "to design a 'payment for environmental services' (PES) program in which willing ranch-owner 'sellers' could enter into contracts with state-agency 'buyers' to provide water retention and nutrient load reduction services above and beyond regulatory requirements critical to improving the health of Lake Okeechobee and the estuaries...." (9) Proving successful and cost-effective, the FRESP program evolved to the Northern Everglades Payment for Environmental Services (NE-PES) in 2011, when SFWMD released its first solicitation for ranchers to submit proposals to provide environmental services.
Tunis: The African Development Bank (AfDB) organized an international workshop in Tunis focused on promoting the use of the Payment for Environmental Services (PES) mechanism.
The bulk of this research has addressed the two central neoliberal conservation mechanisms discussed in this paper--ecotourism and payment for environmental services (PES)--and has been published in a series of articles upon which the present discussion draws (eg, Fletcher, 2009; 2010; 2011; 2012a; 2012b; Fletcher and Breitling, 2012).
The payment for environmental services (PES) pilot project was initiated through a partnership between The World Wildlife Fund and a regional government agency (South Florida Water Management District) which jointly recognized that existing approaches to water quality management were not delivering desired water quality outcomes in Lake Okeechobee and downstream estuaries in Florida (Lynch and Shabman, 2011).
To explain the trajectory of the reinventions of Chimalapas, Doane examines the history of environmental policies at global and local scales, from conservation enclaves to Joint and Community Forest Management to Payment for Environmental Services and Certification, and now to "stewardship." This critique of "barbed wire" conservation enclaves flogs some dead horses, and readers of this book will be well-versed in the arguments.
Payment for environmental services is a scheme by which people are paid to adopt land uses and practices that support such services as clean air, clean water, biodiversity, and carbon sequestering.
The projects' activities include establishing sustainable long-term financing mechanisms; establishing legal, institutional, and financial arrangements to pilot market-based mechanisms for payment for environmental services; and documenting links between land-use changes, water services improvements, and biodiversity conservation.
Payment for environmental services averages 400 pesos per hectare.
