They may be receiving money from either or both rounds of the trade relief, agricultural risk coverage and price loss coverage, as well as crop insurance (especially for those farmers who were unable to plant and took "prevent plant" insurance payouts) and finally monies from the disaster relief bill.
The new programs included Price Loss Coverage (PLC), Agricultural Risk Coverage (ARC), a supplementary revenue insurance product for program crops, a heavily subsidized "STAX" (staked income protection plan) insurance program for cotton, and a quasi-insurance Dairy Margin Protection Program for milk producers.
With regard to the latest farm bill, both committees are expected to watch closely how USDA implements two new commodity safety net programs: Agriculture Risk Coverage, which is based on an individual farmer or county revenue; and Price Loss Coverage, which makes payments when the price of a crop falls below reference prices.
Leaders of the House and Senate agricultural committees introduced several new policies in the new farm bill, including the new commodity title programs called Price Loss Coverage (PLC) and Agricultural Risk Coverage (ARC), and the new crop insurance program called Supplemental Coverage Option (SCO).
Agriculture Secretary Tom Vilsack said the proposed savings would be used to offset larger-than-expected payouts from new commodity programs in the 2014 farm bill that replaced direct payments, including Agriculture Risk Coverage (ARC) and Price Loss Coverage (PLC).
As shown in Figure 1, the following choices exist for covered commodities: 1) landowner chooses to retain or reallocate base acreage; 2) landowner chooses to retain or update payment yields; 3) producer or landowner chooses to enroll base acres in Price Loss Coverage (PLC), farm-level Agriculture Risk Coverage (ARC), or county-level Agriculture Risk Coverage (ARC); 4) producer chooses to purchase an individual insurance policy on planted acres; or 5) if producer purchases an individual insurance policy and is not enrolled in farm-level or county-level ARC, option to purchase a new supplemental insurance product, called the Supplemental Coverage Option (SCO), on planted acres (starting with the 2015 crop year).
New provisions like the Supplemental Coverage Option (SCO), Agricultural Risk Coverage (ARC) and Price Loss Coverage (PLC) may directly affect producer planting decisions that otherwise would depend on market conditions and also can distort international trade under certain circumstances.
The House bill gives program crop producers, excluding cotton, a choice of (1) Revenue Loss Coverage (RLC), or (2) Price Loss Coverage (PLC).
For example, USDA estimates outlays for its Price Loss Coverage and Agricultural Risk Coverage programs could reach as high as $10.9 billion in 2016.
