In general, CPI is a range of hypothetical operating incomes that a "tested party" would have earned if objective measures of profitability - known as profit level indicators (PLIs) - had been equivalent to those of uncontrolled taxpayers performing similar functions.
Furthermore, any reading of the excruciatingly detailed procedures required to carry out the profit comparison (and construct the comparable profit interval) makes plain that there will be great subjectivity in determining the relevant profit level indicators and the constructive operating incomes.
