When Health and Human Services (HHS) announced that CMS would be responsible for building out the new health insurance exchange under the Affordable Care Act, QSSI placed a bid to serve as the principal contractor.
The purchase of QSSI by UnitedHealth Group came just months after QSSI was chosen by Health and Human Services (HHS) to help set up the new government sponsored health care insurance website.
This led to a number of questions from regulators related to QSSI working on the new healthcare exchange as to whether it posed a conflict of interest as QSSI was now part of UHG which owned OptumInsight.

Representing QSSI, Andrew Slavitt told the committee that ideally, end-to-end testing should have occurred well before that, with enough time to correct flaws.
QSSI's Slavitt testified it came as a ''late decision.''
Hemsley that QSSI's role in finalizing technical and system requirements to develop and deliver plan management services, including certifying health plans and monitoring compliance "raises serious questions about the conflicts of interest that may exist a a result of the acquisition of QSSI by Optum," a UnitedHealthcare subsidiary.
"For example, this contract creates a situation whereby the exchange's ultimate designer, QSSI, is in a position to tailor the system to favor the interests of its parent company, UnitedHealth Group, and further maintain a monopoly over information that is unavailable to competitors , potentially allowing such information to be exploited as invaluable market intelligence and used to gain an unfair advantage over competitors."
In prepared testimony, an executive of QSSI's parent company said the decision was made late in the game.
