(9)--a review of the effectiveness of the South West RSDF, commissioned by the Government Office for the South West, which opened with the following statement: "This report, which has been prepared within the latest policy context and the emerging regional agenda, concludes that, whilst the Regional Sustainable Development Framework (RSDF) still provides a sound set of operational principles, it has not stemmed the tide of unsustainable activity in the South West.'
The recommendation of the report is that the RSDF should be updated rather than rewritten, and that this should take the form of a web-based tool, providing the facility to act as a 'living RSDF' with updated practice available relating to every sector.
The RSDF and the Regional Environment Strategy could be used, alongside the opportunities identified in the RSS, to develop a clear set of principles for sustainable growth in the West of England.
The Government provided detailed advice in 1999 for the preparation of regional sustainable development frameworks (RSDFs) in all the English regions.
The value of RSDFs has still to be evaluated, but our interviews revealed that in certain regions they are struggling to be recognised as high-level documents by all the main regional partners.
Few SAs used the objectives in the RSDF as most preceded RSDF publication.
This problem should be resolved in the future by the adoption of common regional sustainability objectives (from RSDFs), as proposed in the Good Practice Guide.
