In the late 1980s, following a series of racially charged incidents in police-community relations in South Carolina, the South Carolina Chapter of the National Rainbow Coalition requested that we evaluate police training at the South Carolina Criminal Justice Academy (SCCJA) with respect to police use of deadly force, crisis intervention techniques, and race relations.
Early on, the executive director of SCCJA expressed responsiveness to the concerns of the Rainbow Coalition by forming a Human Relations Curriculum Development Committee and appointing one of us as a founding member.
