Recall that in the SCOQ fishery, large firms have remained active under ITQ management, while many smaller actors have left the fishery.
(53.) In the SCOQ fishery, the National Westminister Bank and Bank of New Jersey have fashioned agreements with fishers in which ITQs used as loan guarantee are actually transferred to the bank with the understanding that they will be transferred back to the borrower when the loan in repaid.
(87.) Currently about 9% of SCOQ quota is owned by National Westminister Bank and 3% by the Bank of New Jersey (National Marine Fisheries Service, list of registered owners of SCOQ quota).
