Immediately after the FTC investigation, a group of cement company officials formed the Structural Problems Study Group under the tutelage of a MITI official, who explained the aid MITI could provide under the SDIL. At the same time, the FTC warned the cement firms they would not be able to form a production cartel again and advised them to adopt some policy within the limits of the law.
This arrangement rested on the joint sales companies established under the SDIL.
