Organizations like the Southern States Woman Suffrage Conference (SSWSC) hoped, however, to convince politicians that enfranchising white women only would counterbalance the black male vote and act as an antidote to the faltering of white supremacy.
The last two chapters of the book are dedicated to the ill-starred adventures of Louisiana's Kate Gordon as head of the SSWSC. Certain that state-by-state referenda on woman suffrage was the only way to guarantee both state sovereignty and a white voting majority, Gordon opposed the federal Amendment to enfranchise women--ironically aligning her organization with anti-suffrage forces--even when NAWSA had convinced most of the other Southern suffragists of the impracticability of the states'-rights approach.
Wheeler mines the rich correspondence between Gordon and Laura Clay to show how Gordon's own pride and egotism factionalized the SSWSC and alienated NAWSA leaders like Anna Howard Shaw and Carrie Chapman Catt.
