This number has grown by a third in the last five years, according to a State Higher Education Finance survey.
The State Higher Education Finance (SHEF) report is produced annually by the State Higher Education Executive Officers (SHEEO) to broaden understanding of the context and consequences of multiple decisions made every year in each of these areas.
The State Higher Education Finance early release report for fiscal year 2008 by the State Higher Education Executive Officers (SHEEO), notes that for fiscal year 2008, "state and local governments invested $85 billion in public higher education," representing 64 percent of total public institution's educational revenue (State Higher Education Executive Officers 2008, [paragraph] 3.) Public institutions also sometimes receive pass-through funds from other state agencies to partner, for example, in offering educational programs such as Upward Bound to low-income students.
It was within this national and state context that state higher education finance policies began to reflect a shift towards the market-based approach of cost-sharing in higher education (Johnstone et al., 2006).
SHEEO's annual study of state higher education finance found that in 2006, state and local support per full-time-equivalent student hit $6,325, an increase of 5.1 percent over the previous year.
