The public health impact of syringe exchange programs in the United States and abroad.
Three types of laws related to access to clean needles and syringes were researched: 1) authorization of syringe exchange programs; 2) the scope of drug paraphernalia laws; and 3) retail sale of needles and syringes.
While syringe exchange programs (SEPs) are designed to increase access to sterile equipment, these programs often cannot meet the demand for syringes.
As early as 1994, a study published in the Journal of the American Medical Association concluded that "our data did not support the hypothesis that a syringe exchange program would stimulate increased drug abuse in terms of frequency of injection or recruitment of new or younger users." A 2005 article in the New England Journal of Medicine that was co-authored by current CDC Director Thomas Frieden, MD, MPH, noted that "making clean needles available to people who inject illicit drugs" is an evidence-based way to reduce the high-risk behaviors that lead to HIV infection.
Because the first seven identified case-patients used the local syringe exchange program, hepatitis B vaccination clinics were established in May 2000 at syringe exchange sites and the county health department.

In this study, the researchers conducted in-depth interviews with 55 people who use drugs at three New York syringe exchange programs. The researchers asked about drug use, perceptions of fentanyl, overdose experiences, and whether they have adapted their drug-using practices in response to the increased prevalence of fentanyl.
The office has distributed 16,000 doses of naloxone to emergency responders, developed standards for syringe exchange programs, set up an Office of Drug Control Policy and worked with a national group that represents health officials to share West Virginia's opioid-fighting efforts, such as the analysis of people who overdosed.
