With this designation, Puerto Rico will be considered a "Targeted Employment Area," where the unemployment rate is more than 150% of the U.S.
Narrowed definition of "Targeted Employment Area" (TEA).
The minimum EB-5 qualifying investment is USD500,000, provided the project is located in a TEA (Targeted Employment Area), which is a region in the US designed as rural or with high unemployment.
One category of employment-based visas, the Immigrant Investor Program (also known as "EB-5," as it is the fifth employment-based category), is reserved for business investors and their families who invest at least $500,000 in a targeted employment area in a new commercial enterprise that creates, directly or indirectly, at least 10 full-time American jobs.
Qualifying for an EB-5 visa not only requires that one invest at least $1,000,000 in a new commercial enterprise (or $500,000 in a targeted employment area [TEA]), but that the entire investment must be put at risk.
First of all, it is important to note that the EB-5 program requires the project in which the investment is made to be located in what is known as a "Targeted Employment Area" (TEA), a census area in which the unemployment rate is 150 percent higher than the national average.
