LBW was built upon the foundation of its predecessor books, The Lutheran Hymnal (TLH) (3) and Worship Supplement (WS) (4) of the Lutheran Church--Missouri Synod and Service Book and Hymnal (SBH) (5) chiefly of the American Lutheran Church and the Lutheran Church in America.
The stated purpose of the ILCW was to prepare a "new, common liturgy and hymnal." This was to succeed The Lutheran Hymnal (TLH) of 1941 used by LCMS and the 1958 Service Book and Hymnal (SBH) used by most other Lutherans.
The LCA and the ALC brought the Service Book and Hymnal (SBH, 1958), at the time of the formation of the ILCW in use for only a few years; the LCMS brought The Lutheran Hymnal (TLH, 1941) and, a few years later, Worship Supplement (WS, 1969), the fruit of the work it had already done on its unilateral revision of TLH.
