As a starting point, I know of no better source than Aaron Marcu's notion of the User Interface Standards Manual (UISM).
The major points of the UISM outline are taken from the theory of Semiotics (the study of symbols).
Following the outline of the UISM, the paper defining design goals sets the direction for the work, or identifies open questions that need to be researched.
