In 1998, the United Nations Asia and Far East Institute (UNAFEI) for Prevention of Crime and the Treatment of Offenders held a meeting in Tokyo attended by 17 member nations to address a series of prison-related issues.
The special programs or the lack of special programs that existed in each nation was identified during the UNAFEI session as a matter of having or lacking financial resources rather than of perceived need or desire, or varying degrees of correctional professionalism.

When looking at data UNAFEI collected from mid-1996 to mid-2000, it is obvious that prison growth in Asia has been significant.
