Due to the limited reach of population surveys, especially telephone surveys, drug-monitoring systems around the world have in recent decades included face-to-face interviews and survey research within select high-risk populations in sentinel sites (Rapkin & DuMont, 2000; UNIDCP, 2002).
Fortunately, the question of developing and testing key indicators for drug use research in high-risk populations has received wide coverage in the academic and scientific literature, providing much source material for the development of a suitable system for BC (UNIDCP, 2002; Griffiths et al., 2000; Shand et al., 1999; Stimson et al., 2003).
The United Nations International Drug Control Programme (UNIDCP) advises the Dublin Group, which also works with the Southern Africa Development Community (SADC), the European Monitoring Centre for Drugs and Drug Addiction (EMCDDA) and Europol.The centralised work of the Dublin Group is carried out in close liaison with the Presidency of the main Member States of UNIDCP, but the Group has 10 regional subdivisions and Mini Dublin Groups monitoring the situation in specific host countries in terms of the legal situation and the organisation of controls.
