The Perkins Act of 1984 defined vocational education as "organized educational programs directly related to preparing students for paid or unpaid employment in such fields as agriculture; business occupations; marketing and distributive occupations; technical and emerging occupations; modern industrial and agriculture arts; and trade and industrial occupations or for additional preparation for a career in such fields and in occupations requiring other than a baccalaureate or advanced degree, with vocational student organization activities as an integral part of the program" (Scott and Sarkees-Wircenski 2004, 291-292).
