This was thought to be a conservative method, as WVDRS fiscal data indicate administration costs, in general, rise slightly over time for the program.
This can be broken down into yearly figures to produce the following return on investment estimates, as well as extrapolated figures for the FY 2007 closure population at the WVDRS.
Note once again that costs included the cost of services and administration costs for not only the FY 2007 closures, but for all cases in the WVDRS case management system clients had before and after that year.
This was expected to be an effect of WVDRS services, so in these cases the application SSI/SSDI amount was used to determine Social Security savings each quarter after closure that SGA was achieved.
To get a reasonable estimate of the taxes paid by WVDRS clients, it was decided to use the U/I wage data in conjunction with the federal and state income tax withholding tables.
