Jaruzelski pledged that Poland, which commands the second-largest conventional force in the Warsaw Pact after the Soviet Union, is "ready to reduce or to eliminate the asymmetry in conventional farces where it can be shown to exist.' Western critics of the intermediaterange nuclear forces treaty who complained about the Soviet Union's alleged superiority in conventional forces in Europe, and who make their approval of the nuclear pact contingent on cuts in those forces, are presented with a bold new initiative.
As he explained, conventional arms talks are currently bogged down in "the statistical aspects of the problem.' On this point, a sliver of potential common ground between East and West appeared last week when the influential International Institute for Strategic Studies in London announced that it had radically altered its traditional method of assessing the balance of conventional forces in Europe. In the 1987-88 edition of its publication, The Military Balance, the institute states that its past figures have been "misrepresented' and that "political leaders, East and West, sometimes use assessments of the "balance' selectively to rally public support for their foreign and defense policies.' The institute points out that "no single approach is likely to prove useful for all purposes.
