One of Rosen's examples of obvious reforms difficult to change is the US individual replacement system in place since World War II.
There are many wise and thought-provoking passages throughout--depersonalization of the individual replacement system, the adoration enjoyed behind the Iron Curtain "because he was wise enough to be born American," and "some men like to fight in the deadliest game men play." These and other such observations make Henry Gole's book a worthy addition to the Army library.
"It was this failure of the individual replacement system to man deploying units that helped build irreversible momentum for change toward a system focused on building and maintaining unit teams for longer periods of time," said TF Stabilization Director COL Paul Thornton.
He said under the current individual replacement system, soldiers leave and come into units on a monthly basis.
Since before World War I, the military has used a centralized personnel management scheme, known as the individual replacement system, originally designed to fight what military wonks today call "second-generation" warfare--wars of attrition between industrial nations.
The system came in for criticism almost as soon as it was inaugurated, but though warfighting has changed dramatically since 1917, the individual replacement system remains in place today.
More fundamentally, say reformers, the World War I-era individual replacement system must be scrapped.
After all, based on Rush's own statistics, in the 18 days of fighting the regiment suffered some 2,805 casualties and managed to survive only because of the robust individual replacement system. That the regiment fought hard and bravely against a determined enemy, earning itself a well-deserved Distinguished Unit Citation, cannot be denied.
While many authorities have sharply criticized the US Army's individual replacement system, Rush finds it a good system because it focuses on the maintenance of unit strength and permits an organization to stay in the line even as casualties mount.
